Canada is gearing up for increased immigration opportunities as it unveils new policies and rankings for newcomers seeking to settle in the country throughout 2024 and 2025. A recent study identifies the top ten cities for immigrants, providing insights on where newcomers may find the best balance of affordability, services, and quality of life. These findings are timely as Canada continues to welcome skilled workers, families, and students through the Canada Open Work Permit program, which has also seen notable changes for 2025.

A study conducted by The Globe and Mail, as reported by Immigration News Canada (INC), evaluated 448 Canadian cities with populations over 10,000 to determine which locations provide the most livability for newcomers. The rankings were based on over 50 variables across various categories including economy, housing, healthcare, and education. Insights from individuals who immigrated to Canada within the last five years were also factored, allowing the results to reflect genuine newcomer experiences.

The study, which ranks livability based on various measures and priorities, found British Columbia dominating the list with cities such as Victoria, North Vancouver, and Penticton taking the top spots. Each of these cities was praised for offering newcomers access to quality healthcare, safety, and integration amenities. Completing the top five were Winnipeg and Saskatoon from the Prairies, demonstrating the area's appeal to immigrants.

British Columbia, particularly, showed remarkable performance with six cities making the top ten. Ontario contributed two cities, Erin and Oakville, emphasizing urban skill development within the province. Quebec was represented by Mont-Royal, Quebec City, and La Prairie, and Alberta's Calgary remained the most livable city within its province. This diverse array highlights the varying opportunities across Canada's regions.

Meanwhile, Atlantic Canada’s presence was marked with Fredericton, Dieppe, and Moncton leading the charge among newcomers seeking accessibility to services and community support.

Parallel to these findings, newcomers will find increased flexibility through new policies surrounding the Canada Open Work Permit (OWP), which allows foreign nationals to work for any employer without being tied to specific jobs. This initiative has garnered attention for its ability to offer immigrants and foreign graduates, spouses of skilled workers and international students significant opportunities for employment.

With the upcoming changes for 2025, it's imperative to understand the updated eligibility criteria for potential applicants. The Open Work Permit allows various pathways leading to employment without the need for a specific job offer or Labour Market Impact Assessment (LMIA).

For 2025, avenues such as the Post-Graduation Work Permit (PGWP) have been enhanced, now only accommodating graduates of longer programs (minimum 16 months) aligned with Canada’s labor market demands such as healthcare, technology, and skilled trades. The aim is to strengthen the workforce and address labor market gaps effectively.

Processing for the Open Work Permit has also been streamlined. Applicants must first determine their eligibility, gather required documents—like valid passports and proof of partnership for those applying as spouses—followed by submitting their applications either online via the IRCC Portal or as paper applications through Visa Offices. Processing times vary based on application methods, with online applications being expedited to 2-8 weeks, whereas paper submissions may take 8-12 weeks.

Notably, one of the significant changes will see the number of spousal open work permits issued decline by 30%, especially focusing on partners of individuals employed within high-demand sectors such as construction and healthcare. This shift reflects the Canadian government's strategy to align immigration levels with the nation’s economic needs.

Overall, Canada's commitment to providing welcoming environments and flexible work options for newcomers solidifies its status as a desirable destination.
