Canada has announced the extension of its temporary immigration measures for Ukrainians affected by the continued conflict due to Russia’s invasion. The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, stated on February 27, 2025, the government will allow individuals who arrived under the Canada-Ukraine Authorization for Emergency Travel (CUAET) on or before March 31, 2024, to have until March 31, 2026, to apply for new open work permits or renew existing ones. This extension aims to provide assistance to Ukrainians seeking refuge, enabling them to work and study during this challenging period.
“Canada remains committed to supporting the people of Ukraine and their families as the war continues by providing safety,” said Minister Miller. “That is why, through this extension, our aim is to offer protection... We continue to stand with Ukraine and its people.”
The CUAET program was initiated back in March 2022 and has already welcomed nearly 300,000 Ukrainians and their family members. These individuals have received various federally-funded settlement services, including transitional financial support and temporary accommodations, as part of Canada’s commitment to provide immediate assistance.
Ukrainians affected by the conflict need to be aware of specific requirements. Those wishing to extend their status—whether as visitors, workers, or students—must apply before the expiry of their current permits. Fortunately, Ukrainians may submit these applications even if their passports are not up-to-date, with each case being evaluated individually.
The Canada Border Services Agency also has enacted an Administrative Deferral of Removals for individuals from Ukraine, allowing more time for applications and offering peace of mind to many families facing uncertainty.
This extension, which includes access to free settlement services until March 31, 2025, has been deemed necessary as the war continues to have devastating impacts on Ukrainian communities. The need for support is palpable, and Canada aims to facilitate the transition for those who choose to study or work within its borders, keeping future reintegration to Ukraine in mind when the situation stabilizes.
Settlement services provided to those who arrived under the CUAET have included assistance finding housing, community support networks, and resources for employment. This holistic approach aims to ease the challenges faced by new arrivals and help them adapt to life in Canada.
The immigration measures are part of Canada's broader commitment to assist those fleeing conflict and persecution. Minister Miller emphasized on February 27, 2025, the significance of supporting Ukrainian families during these turbulent times.
“We continue to evaluate how our immigration programs can best support people affected by the war in Ukraine,” he said, indicating the government’s flexible approach to adjusting policies to meet the urgent needs of those impacted.
This progressive stance by the Canadian government intends not only to address the present challenges but also to recognize the aspirations of many Ukrainians aiming to return home once it is safe to do so. The commitment to extend permits reflects Canada’s empathy and solidarity with individuals forced from their homes.
Grassroots organizations and community groups across Canada have also mobilized to provide aid, resources, and integration support for Ukrainians arriving at airports and refugee settlements. This genuine commitment by Canadians from various backgrounds plays an integral role in ensuring the success of newly arrived families.
The response from the Canadian public has been overwhelmingly supportive, with numerous initiatives created to welcome and assist Ukrainian families. Canada’s immigration policies, especially those encapsulated within the CUAET, have become pivotal pathways for individuals seeking refuge and safety away from the encroaching conflict.
Looking forward, the government will continue evaluating its strategies to create strong immigration programs, offering sustained support for all who need it. The outlook for many Ukrainians will depend not only on the timing of their return home but also on the structural arrangements laid out by supportive nations like Canada.
Canada remains steadfastly committed to its role as a refuge during tumultuous times, emphasizing the need for compassion and practicality when it involves individuals escaping unimaginable hardships.
