Camden Film Quarter To Transform Kentish Town With New Masterplan

The London Borough of Camden adopts new area guidance for a vibrant development focusing on film and education.

The Camden Film Quarter has taken another significant step forward as the London Borough of Camden officially adopted the 'Masterplan Vision' for the development project centered in Kentish Town. This ambitious plan aims to create a vibrant neighborhood focused on film and television production, highlighted by the inclusion of soundstages, workshop spaces, and a new London Screen Academy campus.

Estimated at an investment of around £1 billion ($1.3 billion), the Camden Film Quarter is spearheaded by Yoo Capital, known for significant redevelopment projects including London's Olympia and the Saville Theatre, which is set to be the first permanent UK home of Cirque du Soleil. With the framework now adopted, Yoo Capital is expected to submit detailed plans and apply for planning permission later this year, paving the way for construction to potentially begin in 2026, with the first soundstages anticipated to be operational by 2028.

Lloyd Lee, Managing Partner of Yoo Capital, expressed excitement over this development milestone, stating, “We are thrilled that the Regis Road Area Guidance has been adopted by Camden, marking a step towards our vision to bring forward a world-class destination for film, television, and digital content production in the heart of Camden.” According to Lee, the project aims to cultivate long-term employment opportunities with both small to medium enterprises (SMEs) and major global players in the creative industries.

The plan is not just about film production; it encompasses a broader vision that includes providing education and training facilities, affordable housing, and new public spaces. Camden's local officials, including Councilor Adam Harrison, who serves as Deputy Leader and Cabinet Member for Planning and Sustainable Camden, have welcomed these comprehensive plans. Harrison remarked, “The adoption of the Regis Road Area Guidance is a big step for Kentish Town, adding opportunity through the Camden Film Quarter.”

The guidance document outlines crucial considerations for the future of the Regis Road area, which is currently designated as low-density land. It envisions a sustainable and innovative neighborhood characterized by zero-carbon principles while seamlessly integrating with surrounding residential neighborhoods. This approach reflects community-driven planning efforts, ensuring that developments benefit the local populace.

Input from local residents was instrumental in shaping the guidance, with a thorough public consultation held in late 2024. This included an online forum, exhibitions, and drop-in sessions, allowing community members to voice their opinions and preferences. The essential feedback collected during this process helped inform the final plan, emphasizing the importance of community involvement in local governance and urban development.

Camden Council has focused on ensuring that the Regis Road area is not only a hub for businesses and job creation but also a provider of new affordable homes. The integration of green spaces, pedestrian-friendly pathways, and enhanced community facilities are core elements of the guidance adopted. This vision aims to significantly improve accessibility to services and amenities for residents, thus fostering a more connected community experience between Kentish Town, Gospel Oak, and Dartmouth Park.

Yoo Capital has committed to developing educational facilities in partnership with the National Film and Television School and the London Screen Academy as part of the upcoming Camden Film Quarter. These collaborations are designed to enhance local educational infrastructure while preparing residents for careers in the creative sectors.

The new guidance also takes into account the changes in local policies and priorities since the Kentish Town Planning Framework was established in July 2020. This ensures that the Regis Road area continues to evolve in alignment with modern planning standards and community needs, balancing both economic and social considerations.

In summary, the adoption of the Regis Road Area Guidance represents a transformative moment for Kentish Town, providing a clear blueprint for its development into a dynamic neighborhood. The projected Camden Film Quarter not only anticipates the creation of new housing and job opportunities but also the establishment of a rich cultural and educational environment that aligns with the aspirations of the local community.
