Cambodian Government Arrests Over 3,300 Gang Members

A sweeping crackdown on gang violence aims to restore public safety and community order.

Phnom Penh: The Cambodian government has taken bold steps to combat rampant gang violence through an extensive crackdown, resulting in the arrest of over 3,300 gang members. This strategic initiative was launched under the directive of Prime Minister Hun Manet on May 23, 2024, and aims to restore safety and order across areas plagued by crime.

At a press conference on December 25, 2024, Chin Malin, the Permanent Secretary of State for Justice and spokesperson for the Ministry of Justice, declared, "Preventing and suppressing gangs in Cambodia is a task the Royal Government has taken seriously." His remarks underline the government’s commitment to safeguarding its citizens amid worrying trends related to public safety.

The campaign follows alarming statistics, with 2,115 reported gang-related incidents during the year, predominantly concentrated within the capital city of Phnom Penh. Remarkably, as the initial phase of the crackdown progressed, daily reports of gang-related cases dwindled significantly. "Initially, there were 10 to 20 cases reported daily; now we’re down to about 4 to 5 cases per day," noted Chin Malin, highlighting the encouraging results of the government's efforts.

Despite this progress, officials warn of residual gang activities persisting, particularly in areas like Takeo province. Malin cautioned against complacency, stating, "We must remain vigilant as we continue this important work." The government's approach not only targets arresting gang members but also involves community engagement, urging parents and guardians to monitor their children's activities closely to prevent gang involvement.

The statistical success of this initiative was elaborated upon by Keng Somarith, Secretary of State for Justice, who reported the courts have processed 720 gang-related cases, boasting an impressive 99.3% resolution rate. "Out of the total, 715 cases have been handled, with only 0.7% pending primarily due to new filings," he confirmed. This efficient handling of cases bolsters public confidence and showcases the government’s commitment to tackling violence head-on.

Gang activity has been particularly rampant in Phnom Penh, Kampong Speu, and Takeo, though the province of Stung Treng stands out as exemplary, having reported no gang-related incidents. Keng Somarith's reports reiterate the importance of thorough investigations as 796 cases remain pending to gather additional evidence and identify suspects.

At the same press conference, Seng Dina reinforced the government's resolve. "Prisons and detention centers are always ready to welcome those who continue to act aggressively without fearing the law," he stated, ensuring the public of their rigorous response to any threats against safety.

The prevention of gang activities is not solely the responsibility of law enforcement; community involvement plays a pivotal role. Chin Malin urged parents, stating, "We need parents to educate and counsel their children against the dangers of gang life, as these paths lead to violence and jeopardize their lives and the safety of our communities." This collaborative approach is viewed as integral to mitigating gang influences and protecting vulnerable youth.

Overall, it is evident from the government's recent measures and the statistics presented, the drive to combat gang violence is not merely about arrests but aims for long-term societal safety and security. The confluence of strategic law enforcement and community awareness may chart the course for safer neighborhoods across Cambodia, as the nation grapples with the complex issues of crime and public welfare.
