Bruno Le Maire Joins ASML To Boost European Chip Sector

Former French finance minister appointed to strengthen the continent's semiconductor industry amid global trade challenges.

Bruno Le Maire, former French finance minister, has been appointed as an adviser to the executive board of ASML, the world’s leading manufacturer of equipment used by semiconductor producers. This strategic move is aimed at bolstering Europe’s semiconductor industry, which is increasingly facing global geopolitical challenges, particularly concerning export restrictions to China.

Le Maire’s role, beginning January 1, marks another significant chapter for ASML as it seeks high-level advice to navigate the complex world of chip manufacturing and trade. A spokesperson for ASML stated, “We believe substantial investments in the European semiconductor ecosystem are necessary to strengthen its position in the global semiconductor value chain.” This emphasis on investment is timely as the European market grapples with growing competition from Asian manufacturers, especially those backed by strong state subsidies.

ASML’s appointment of Le Maire follows his instrumental role during his time as finance minister, where he played a pivotal part in attracting U.S. chipmaker GlobalFoundries to participate in the construction of a new semiconductor plant located in Crolles, France. This project is supported by 2.9 billion euros in state aid as part of the European Chips Act. Highlighting his proactive stance, Le Maire remarked earlier this year, “Europe should show its teeth to defend industrial and trade interests against Chinese products made with state subsidies.”

Le Maire's insights are expected to be particularly valuable as ASML navigates the increasingly restrictive export policies toward China, which began with the first term of former U.S. President Donald Trump and have been perpetuated under President Joe Biden’s administration. The Dutch government has also backed ASML’s operations, pledging investments to modernize infrastructure, which reinforces ASML’s commitment to remaining based within the Netherlands.

When it became clear this year, through various industry reports, how U.S. actions against China might impact global semiconductor supply chains, ASML evaluated its strategies. According to the company, it is no longer considering moving significant operations outside the Netherlands, following reassurances from the Dutch government on financial support and infrastructure improvements to the Eindhoven area.

The transition to Le Maire’s adviser role brings fresh perspectives to ASML, especially with new CEO Christophe Fouquet also of French origin, stepping up to the plate earlier this April. The fresh leadership at ASML together with Le Maire's extensive experience could lead to innovative strategies to fortify Europe’s semiconductor position on the world stage.

Le Maire's joining of ASML is part of the broader narrative of Europe’s efforts to strengthen its semiconductor manufacturing capabilities.
