Brazil's Lula Advances 13th Salary Payment For Millions

On April 3, 2025, President Luiz Inácio Lula da Silva signed a decree that will advance the payment of the 13th salary for retirees and pensioners of the National Institute of Social Security (INSS). This initiative is expected to inject R$ 73.3 billion into the Brazilian economy and benefit approximately 34.2 million people.

The first installment of the 13th salary will be paid between April 24 and May 8, 2025, while the second installment will follow from May 26 to June 6, 2025. This marks the sixth consecutive year that the INSS has issued the 13th salary earlier than the traditional payment dates of August and December.

During a ceremony titled "O Brasil dando a volta por cima," which celebrated the two-year anniversary of his administration, President Lula emphasized the importance of this advance payment as a strategy to stimulate the economy. Previously, the 13th salary payments occurred at the end of the year, typically in November and December. The early disbursement has been particularly significant since the COVID-19 pandemic, which prompted similar actions in 2020 and 2021.

The payment schedule is structured based on the last digit of the beneficiary's Social Security Number (NIS), and amounts will vary depending on the beneficiary's income. For those earning only the minimum wage, the payment will be prioritized, with the first installment typically being 50% of the total 13th salary.

According to the latest data from February 2025, about 28.68 million individuals, or roughly 70.5% of all INSS beneficiaries, earn up to one minimum wage of R$ 1,518 per month. Additionally, 11.98 million beneficiaries receive above this threshold, with 10,600 of them earning the maximum allowed by the Social Security system, which is R$ 8,157.41.

For those receiving temporary disability benefits, they too are entitled to a smaller portion of the 13th salary, calculated based on the duration of their benefits. However, it is important to note that individuals who receive benefits under the Benefit of Continued Provision (BPC) or the Monthly Life Income program are not eligible for the 13th salary.

The INSS has provided clear guidelines on how beneficiaries can check their payment status. Those with internet access can use the Meu INSS app or website, where they can log in with their CPF and password, navigate to the "Contribution Extract" section, and download the relevant documents. For those without internet access, assistance can be obtained by calling Central 135, where they will need to provide their CPF and confirm some personal details to avoid fraud. This service is available from Monday to Saturday, between 7 AM and 10 PM.

As this payment period approaches, many beneficiaries are eager to receive their 13th salary earlier than usual, which will help provide a financial boost during the months leading up to mid-year. The advance payment is seen as a vital measure to enhance consumer spending and support the economy, particularly for those relying on these funds for day-to-day expenses.
