Biden Expands PACT Act For Veterans Facing Cancer

President announces new coverage for burn pit-related cancers on Veterans Day

On Veterans Day 2024, President Joe Biden stood before the hallowed grounds of Arlington National Cemetery and laid out significant changes to the healthcare benefits for veterans exposed to toxic substances during their service. This announcement marked another stride under the PACT Act, which aims to address the health concerns of veterans who have faced exposure to hazardous materials such as those from burn pits and Agent Orange throughout various military conflicts.

Biden expressed his commitment to supporting veterans, stating, “Over the course of our nation’s history, millions of veterans were exposed to toxins...that incinerated the waste of war — tires, chemicals, batteries, jet fuel and so much more.” These exposures have led to numerous health issues, including debilitating conditions like headaches, asthma, and, increasingly alarmingly, various types of cancer.

Attendees at the ceremony included veterans and military families who, for decades, have fought for recognition of the health issues stemming from their service. Biden emphasized the significance of this update, sharing how the PACT Act has already benefited over one million veterans and their families. “Today, I’m proud to announce... the expansion of the cancers covered under the act,” he said, underscoring the importance of providing care to those who risked so much for their country.

The expansion will include bladder cancer, ureter cancer, and types of leukemia among other significant health conditions. This change will allow veterans, particularly those who served at the Karshi-Khanabad Air Base in Uzbekistan, to more readily access disability compensation without the lengthy process of proving their illness was caused by military service.

Underlining the urgency of these changes, VA Secretary Denis McDonough confirmed last week’s decision to designate bladder cancer and ureter cancers as presumptive illnesses. This amendment followed extensive studies by the VA examining health conditions related to military service, particularly for those who served during specific missions and locations. The department identified multiple myeloma and acute and chronic leukemias as conditions warranting special consideration for veterans' health care.

Throughout this process, veterans from various campaigns—including those who served in Southwest Asia—will be able to apply for benefits under this new rule. The VA’s rigorous review process ensures affected personnel receive required healthcare without unnecessary bureaucratic delays.

Biden’s commitment to veterans is deeply personal; he has openly shared his experience of losing his son, Beau Biden, who served in Iraq and later died of brain cancer. “We want to honor you; we want to have your back,” he assured the veterans.
