Belarusian Officials Focus On Housing Support And Land Management

Key discussions highlight new housing policies and handling radiation-hazardous lands.

In a recent meeting, Ivan Krupko, the Chairman of the Regional Executive Committee, emphasized the importance of state support for housing construction. This is part of a broader initiative following a series of decrees signed by the President of Belarus, which are designed to regulate construction procedures and the distribution of housing across various citizen categories. Special attention has been directed towards multi-apartment buildings constructed under state order.

According to Krupko, 11 designated categories of citizens will have the inalienable right to benefits associated with state housing support. "Constructed apartments must not be empty and should be allocated to those in need of better housing conditions," he stated. This directive is intended to enhance the assistance provided through financial mechanisms established in cooperation with banking organizations.

To ensure transparency and accessibility, local government bodies are encouraged to make the housing allocation process clearer for citizens. The meeting also touched on the pressing issue of unauthorized constructions within the region. When individuals build structures on their property, these buildings are registered in a simplified manner by city and district executive committees. However, if legal entities construct buildings, the matter is escalated to regional executive committees.

Discussions also highlighted the challenges surrounding rental housing availability. Many apartments and houses across urban areas and rural communities are either unoccupied or in dire need of repairs. "It is impossible to delay the demolition of emergency buildings, particularly in areas where such housing is prevalent," Krupko remarked. He stressed the necessity of expediting these processes to establish order on the land, particularly during this Year of Improvement.

With a concerted effort to reduce the number of undesirable structures in the district, officials hope to build new rental housing in the future. Krupko pointed out that existing properties needing restoration will be put up for sale or, if too dilapidated, demolished. Some properties, he noted, are so distressed that restoring them is impractical.

In matters related to land management, Krupko outlined the need for efficient handling of radiation-hazardous lands. The process for excluding such areas from this classification is largely declarative. Applications concerning specific plots are received from agricultural enterprises, with approximately 1100 hectares currently under examination by specialists. Decisions pertaining to these plots are forthcoming, as Krupko underlined the importance of eliminating bureaucratic delays in both inspections and the approval process for land users.

"If the land has been cleared of radioactive elements, it needs to be utilized, instead of lying idle," Krupko emphasized, reiterating the government's commitment to ensure no land posing risks of radionuclides contaminating food products is included in agricultural use.

The meeting also delved into the preparation of agricultural machinery ahead of the sowing season. Documentation for about 89% of the machinery has reportedly been completed. While energy-intensive tractors have achieved a 90% inspection rate, the figures for loaders and trailers remain more modest, indicating that more work is required.

As the sowing season approaches, urgency in ensuring all machinery meets regulatory standards is more critical than ever. Krupko has directed land administrators and responsible services to hasten the registration of applications concerning the exclusion of agricultural lands from radiation hazards, and to carry out the necessary inspections efficiently.
