These efforts include the relocation of unlicensed facilities outside the Phu Lam Industrial Complex, updates on police organizational restructuring, and the directive to meet social housing demands.
Firstly, the local government emphasized environmental compliance and structural legality. The leaders of Tien Du District have pushed for compliance from eight manufacturing enterprises operating outside the Phu Lam Industrial Complex. These businesses are currently dismantling structures deemed illegal and relocating their operations. The authorities are not just stopping there; they have planned to continue enforcing these regulations by ensuring these businesses follow through with their commitments to move.
According to statements released by local officials, the presence of unregulated production activities outside designated industrial areas was not just harming the local environment but also undermining the organized growth of the industrial sector. Local police and task forces have completed thorough inspections to assess environmental law compliance at 22 facilities operating within the Phu Lam area. Out of these, 17 have addressed their environmental compliance issues satisfactorily, having completed the necessary paperwork, including environmental permits and waste management agreements.
Moving forward, local authorities are tasked with the continued supervision of these sites. They will direct these facilities to finalize their relocations within set deadlines to mitigate any environmental impact and improve industrial compliance.
Meanwhile, the Bac Ninh police force is undergoing reform as part of the Ministry of Public Security's directive, particularly articulated through Decision No. 25-DA/DUCA, aimed at organizing the police model and personnel management effectively. This restructuring aims to streamline operations for higher efficiency and will eliminate the existing middle-tier police layer, consolidatively shifting powers to district-level stations and directly under provincial authority.
On this momentous day, Bac Ninh's commitment to reform was publicly affirmed during a ceremony led by Deputy Chairman of the Provincial People's Committee, Dao Quang Khai. He and other key officials witnessed the transfer of responsibilities and appointments for both provincial officers and district heads, which include adjusting personnel across various departments to align with the new operational structure.
During this ceremony, the police department announced the deployment of several officers to their new roles, reflecting the new model intended to strengthen law enforcement and public safety across the province. Eight individuals were promoted to lead different departments within the provincial police, alongside 36 deputy leaders who transitioned to higher administrative roles. This adaptation effectively reduces bureaucratic layers.
One aspect of the restructuring will include the transfer of responsibilities for tasks traditionally held by various departments—including managing drug rehabilitation and public safety information, which will now come under the police's jurisdiction.
Looking forward, the province is also taking proactive steps to address its housing deficit. The Prime Minister of Vietnam, Pham Minh Chinh, has authorized the completion of over 65,000 social housing units within Bac Ninh by 2030, as announced through Decision No. 444/QD-TTg. This effort is part of an ambitious broader strategy to facilitate proper housing for low-income workers and promote socio-economic stability.
The initiative reflects the government's aspiration to integrate urban and rural development plans, catering to the increasing housing needs as the province continues to urbanize rapidly. By the end of this project phase, Bac Ninh aims to complete 10,686 units by 2025, followed by consistent annual targets leading up to 2030, involving more than 14,000 units each year. Support for housing initiatives is aimed at boosting urban living standards and ensuring availability for those affected by economic transitions.
The provincial authorities are set to facilitate local developers and bolster public confidence by easing regulations and encouraging investment within the housing sector to satisfy growing demand.
