Audit Bureau Exposes Financial Irregularities At National Aid Fund

2023 report reveals unapproved payments and calls for urgent reforms to safeguard public resources.

The National Aid Fund has come under scrutiny following the release of the 2023 Audit Bureau report, which uncovered significant financial irregularities involving over 54,000 dinars of unauthorized payments to employees. This alarming discovery has raised questions about the management and oversight of government funds.

According to the Audit Bureau, a total of 53,951 dinars was improperly paid to temporary employees as field survey allowances, even though their contracts stipulated they should receive only comprehensive monthly salaries without any additional benefits except for travel allowances. This violation pertains to the fourth clause of the employment contracts.

The payments were made under the auspices of the National Aid Fund's expansion project initiated in 2020. The audit report also identified discrepancies involving travel allowances, with 4,400 dinars granted to employees and workshop presenters. Notably, 2,157 dinars of this amount were deemed excessive since one of the presenters was not employed by the Fund, contradicting the travel regulations.

On June 14, 2023, the Prime Minister issued directives to catalog and reclaim all excess travel allowances disbursed, urging for corrections to the noted financial and administrative violations. The National Aid Fund has since established a special committee aimed at enforcing these reforms.

The findings of the audit point to the necessity of enhancing fiscal accountability and adherence to administrative guidelines within public institutions. The audit emphasized the importance of rectifying such issues to protect public finances and promote compliance with existing regulations.

With the government under increased pressure to account for public spending, the National Aid Fund's current management protocols are being reassessed. This follows widespread concern about maintaining the integrity of social welfare programs, particularly as they play a pivotal role for many citizens relying on government aid.

The Audit Bureau's report brings to light not only the financial misconduct but also the oversight failures within the Fund, which must now undertake corrective actions and prevent any recurrence of such errors. Stakeholders are now calling for transparency and rigorous audits to safeguard fiscal propriety.
