AI Applications Prompt Worries About Election Integrity

Concern mounts as deepfakes and misinformation threaten the electoral process and voter trust

With just days to go until the pivotal 2024 Presidential Election, concerns surrounding election integrity and security have come to the forefront of American discourse. Rather than just simple worries of politics, many citizens are grappling with the potential impact of artificial intelligence (AI) on the electoral process. From the spread of misinformation to the possibility of deepfakes, the question on many minds is how this technology will influence not just the vote, but the broader election atmosphere.

Election officials across the country, especially those in key battleground states, are acutely aware of these concerns and are working hard to address them. From Arizona to North Carolina, election administrators are preparing for all contingencies and are committed to upholding free and fair elections. During recent discussions hosted by the Ash Center, officials provided insights about their readiness for the upcoming elections.

Among the officials participating, North Carolina’s Board of Elections Executive Director, Karen Brinson Bell, emphasized the importance of transparency. She remarked, “What we do in elections is prepare; we dot the 'I's' and cross the 'T's' and follow consistent procedures.” Bell firmly believes their commitment to systematic protocols will equip them to handle various challenges, including potential crises.

The following day, during the same webinar, Michigan’s Secretary of State, Jocelyn Benson, declared, “The bottom line is we’re all going to be working in a transparent, secure, and efficient way to tabulate every valid vote.” Echoing this sentiment, Al Schmidt, Pennsylvania's Secretary of the Commonwealth, stressed the efforts made across states to identify vulnerabilities and protect voters’ rights.

But it isn't just election officials who are anxious about the role of AI; many experts are sounding the alarm about the misuse of this technology during the election. Reports indicate AI has already been utilized this election season for malicious purposes. For example, some generative AI tools have produced fraudulent robocalls impersonizing President Joe Biden, aimed at discouraging voter turnout.

This misuse of technology highlights the broader concerns surrounding AI-generated misinformation. Valerie Wirtschafter, from the Brookings Institution, comments on the rampant misinformation spread on social media, particularly during crises, saying, “These images were clearly AI, and when pointed out as such, the response was simply to ignore the facts.” It's discouraging to see how the digital environment can warp perception and undermine trust.

On another front, the reliance on AI for online propaganda can manipulate public opinion with unprecedented efficiency. Historical examples from overseas serve as warning signs. For example, during Indonesia’s elections, candidates employed AI-generated avatars to curry favor with voters. Meanwhile, Imran Khan leveraged AI voice cloning to reach audiences from prison using what appeared to be his own voice.

The rapid evolution of AI tools has left many state officials feeling vulnerable, prompting initiatives aimed at educating voters. Michigan's Attorney General Dana Nessel launched a new webpage aimed at helping detect AI-generated misinformation. Nessel stated, “While technology has made it easier than ever to access election information, the rise of AI has also made it easier for misinformation on these topics to spread.” The webpage includes tips on spotting misleading information and provides reliable resources for voters to fact-check details concerning elections.

Election administrators recognize the battle against misinformation is fought on many fronts. This election year saw Arizona's Secretary of State Adrian Fontes emphasizing the importance of ‘radical transparency’ as they navigate these turbulent waters. “Observers can sit here and watch through the windows all the ballots, moving from the point where they are opened, verified, and tabulated,” Fontes explained, reaffirming their efforts to rebuild public confidence in the voting process.

The need for public partners is undeniable. Election officials encourage community involvement, urging residents to act as ‘Explainers-in-Chief’ to their communities. Brinson Bell acknowledges, “The real key is to become a poll worker, go to the meetings, and get involved to understand these processes.” This collective responsibility can help dispel false narratives and encourage healthy conversations about the democratic process.

With the election drawing near, the stakes have never been higher. Election security remains top of mind for many, especially as the potential for violence looms amid growing tensions around electoral integrity. Security measures are on high alert; officials have constantly tested systems to identify vulnerabilities against bad faith actors.
