Vietnam Shows Significant Crime Rate Reductions

Ho Chi Minh City records unprecedented success rates for robbery and theft resolutions, but drug-related offenses persist.

Vietnam's efforts to reduce crime rates, particularly in Ho Chi Minh City, have shown encouraging results, with police reporting unprecedented success rates in resolving robbery and theft cases. The latest statistics revealed during a conference on February 27, 2024, demonstrate a significant drop in crime and heightened law enforcement effectiveness.

According to Trung tướng Lê Hồng Nam, Director of the Police Department of Ho Chi Minh City, the city saw 6,027 social order crimes (TTXH) reported throughout 2024, which marked a drop of 1,153 crimes compared to the previous year—a reduction of over 16%. This marks one of the most successful years for police against robbery, as the rate of case resolutions reached new heights, with robbery cases having a resolution rate of 96.12%, and all thefts resolved at 79.36%.

The police department attributed this success to increased efforts and strategic initiatives under the oversight of the 138 Steering Committee, led by Dương Ngọc Hải, Deputy Chairman of Ho Chi Minh City. "The 138 Steering Committee must urgently plan, consolidate, and improve the effectiveness of crime prevention efforts at all levels," said Hải during the conference.

Despite these achievements, the report outlined certain persistent challenges, particularly with drug-related offenses. The number of drug-related crimes saw a startling increase of 1,233 cases—equivalent to nearly 55%—when compared to 2023, with 8,996 offenders reported. “While we see improvement, the drug situation remains complex,” emphasized Lê Hồng Nam.

Law enforcement has actively engaged with community initiatives to tackle crime and promote safety. They evaluated their strategies, ensuring effective management of individuals with past criminal behaviors, all aimed at transforming high-crime areas, particularly those plagued by drug activities. The authorities are committed to enhancing the overall quality of public safety, including investigating new high-tech crimes, with 1,157 cases of property theft through cyberspace reported—accounting for roughly 14% of all social order crimes.

Ho Chi Minh City has also made strides against illegal substance dealings, becoming the first city nationwide to identify and manage harmful chemicals like Xyanua, initiating six investigations and arresting 27 suspects involved. The police seized over 9,000 kilograms of Xyanua, targeting narcotics linked to organized crime.

Looking toward the future, the police emphasized the need for continual adjustments to their crime-fighting strategies, particularly as the nature of crime evolves. The synergy between law enforcement and community participation is viewed as pivotal for sustaining security and combating any resurgence of gang-related activities or drug crimes.

The conference also acknowledged 24 individuals and organizations for their outstanding contributions to crime prevention, showcasing the community's role and involvement. This collaborative approach underlines the city's commitment to not only uphold law and order but also build trust and safety for citizens and international visitors alike.
