The Niigata Coast Guard vessel 'Echigo' has returned to Niigata Port after extensive repairs following a grounding incident last year. On the morning of the 14th, the vessel, which had been out of service for nearly two years, arrived at the port after undergoing repairs in Muroran, Hokkaido, costing approximately 2 billion yen.
The return was originally scheduled for the 10th of this month, but engine troubles delayed the reentry. According to Takayoshi Matsumoto, head of the Niigata Coast Guard Department, the delay was due to issues related to impurities clogging the equipment meant to filter the fuel.
The grounding incident occurred on January 18, 2022, when 'Echigo' was tasked with patrolling near Kashiwazaki City and attempted to approach land to investigate the lighthouse, which had reportedly gone dark. Unfortunately, the vessel struck shallow waters and suffered significant damage to its hull.
After the grounding, the Niigata Coast Guard relied on other patrol vessels to cover 'Echigo's operational duties, ensuring continued maritime safety. Upon entering service again, 'Echigo' will resume its roles, which include maritime rescue and maintaining public safety at sea.
Matsumoto expressed the department's commitment to preventing similar accidents. He stated, "I take the incident seriously, as our patrol vessel should safeguard maritime safety. We will strive to prevent accidents through regular inspections." He emphasized the importance of rigorous adherence to safety protocols to avoid any potential recurrence.
The challenges faced by 'Echigo' reflect broader issues within maritime safety and operational readiness of patrol vessels. The safety and operational manuals utilized by such vessels have been revised since the incident, aiming to uphold stricter guidelines for patrols, particularly when approaching shallow areas.
On the day of its arrival at Niigata Port, extensive checks were conducted to confirm the vessel's operational capability post-repairs. Fortunately, technical teams resolved the engine issues, allowing for 'Echigo's safe trip back to its home port.
Matsumoto also noted, "Basic matters will be thoroughly enforced, and we will work on preventing recurrence." This statement adds another layer of assurance as the Niigata Coast Guard moves forward with its commitment to safety and preparedness.
'Echigo's return marks not just the restoration of one of the largest patrol vessels within the Niigata Coast Guard fleet, but also signifies the resilience and dedication of its crew and the wider department to uphold maritime law and safety across the region.
With the vessel now back on duty, the Niigata Coast Guard is optimistic about enhancing their patrolling capabilities and ensuring the safety of those who rely on the waters of Niigata. This incident serves as both a cautionary tale and a reminder of the need for continual vigilance and improvement within maritime operations.
