BANDUNG - The West Java regional office of the Ministry of Law and Human Rights convened a hybrid Harmonization Meeting concerning the Draft Mayor Regulation of Cirebon on Performance Targets and Procedures for the Provision, Utilization, and Incentives for Revenue-Based Local Taxes (PDRD). This initiative was guided by the direction of the Chief of the Regional Office, Asep Sutandar, and aligns with the objectives set forth by Minister Supratman Andi Agtas to deliver exemplary service to the community.
Taking place on Thursday, February 27, 2025, the meeting attracted representatives from various local government bodies including the Cirebon City Economic and Development Assistant, Regional Financial Management and Revenue Agency, Department of Food Security, Agriculture and Fisheries, Environmental Protection Agency, Transportation Agency, Youth and Sports Agency, Cultural and Tourism Agency, Labor Department, Health Office, Legal Section, and Administration Development Division.
At the meeting's start, Asep Sutandar explained, “This Harmonization Meeting follows the stipulations set forth in Article 58 paragraph (1) and Article 97D of Law No. 13 of 2022 concerning Amendments to Law No. 12 of 2011 on the Formation of Legislation. Its goal is to align, harmonize, and unify the concept of normative drafting within local legal products.”
Sutandar also elaborated on the Draft Mayor Regulation concerning Performance Targets and Procedures for the Provision, Utilization, and Incentives for PDRD, highlighting the necessity of incorporating provisions from Regional Law No. 1 of 2024, which mandates specific guidelines for the provision and usage of incentives. He urged the attendees to be precise by referencing the applicable legal articles which justify the drafting of this regulation.
“I hope this harmonization meeting on the draft mayor regulation will serve as one form of guidance within the regulatory formation program executed by the West Java Office of Ministry of Law. I expect all participants to contribute maximally, aligned with our aspirations for achieving 'Indonesia Emas' (Golden Indonesia),” he concluded.
The program continued with presentations from the proposers and analyses from the Legislative Drafting Team until the meeting's adjournment.
Meanwhile, Banjarmasin – The South Kalimantan Ministry of Law and Human Rights Office participated actively in the Webinar Community of Practice (CoP) themed “The Role of Land Ownership Certificates (SHM)”, organized collaboratively by the Human Resources Development Agency (BPSDM) and the National Law Development Agency (BPHN) of the Ministry of Law of the Republic of Indonesia. This event was launched on Thursday, February 27.
Tejo Harwanto, Head of the Functional Training Development Center, noted the event was borne from collaboration between BPSDM and BPHN and aimed to benefit institutions, especially as this form of training is relatively new.
He stated, “This CoP kickoff for functional positions within the Ministry of Law coincides with the first CoP for functional Legal Counsel. This new platform aligns with the programs executed by the Ministry of Law.”
Gusti Ayu Putu Suwardani, Head of BPSDM Law, expressed her appreciation for the CoP initiative, emphasizing its alignment with human resources development programs as part of President and Vice President of the Republic of Indonesia's ambitions leading to 'Indonesia Emas 2045'.
She explained, “The Ministry of Law oversees eight functional positions responsible for developing human resources competencies. These include Legal Counsel, Legislative Drafting, Legal Analysts, Trademark Examiners, Patent Examiners, Industrial Design Examiners, Curators, and Intellectual Property Analysts.”
Dedi Kurniawan, Senior Land Planner at the Ministry of Agrarian Affairs and Spatial Planning, served as the primary speaker, comprehensively addressing land aspects and relevant legal regulations in Indonesia. Dianor, Coordinator of Legal Counsel at the South Kalimantan Office of the Ministry of Law, expressed enthusiasm for attending the event due to its relevance to current societal issues.
“This event is invaluable for enhancing our competencies as functional Legal Counsel. The discussed topics directly relate to pressing issues and will enrich our knowledge, allowing us to educate society effectively,” Dianor noted.
