Countries Adjust Refugee Policies Amid Ongoing Ukrainian Crisis

Norway limits collective protection for Ukrainians as individuals navigate new lives and challenges

The international community continues to grapple with the aftermath of the Ukrainian conflict, particularly concerning the refugee crisis sparked by the war between Ukraine and Russia, which began with the latter's full-scale invasion in February 2022. Millions have fled their homes, seeking safety and stability abroad, with the UK and Norway among countries providing refuge. Yet, shifting policies reveal the challenges and changing attitudes facing these nations as they respond to the influx of refugees.

Norway recently announced plans to tighten its collective protection rules for Ukrainians arriving from certain areas deemed safe. According to the government, applications from asylum seekers will now undergo scrutiny based on individual circumstances, as opposed to the previous blanket approval many had previously received. This change is significant for the thousands of Ukrainians who have sought refuge there over the past two and a half years; Norway has accepted around 85,000 Ukrainians, the highest number among the Nordic countries.

Emilie Enger Mehl, Norway's minister of justice and public security, emphasized the need to focus the collective protection scheme on those truly requiring assistance: "The collective protection scheme will now be directed more precisely at those in need of protection." Meanwhile, Tonje Brenna, the minister of labour and social inclusion, acknowledged increasing pressure on municipalities and welfare services, stating, "Housing is in short supply and there is pressure on welfare services. We must maintain control over immigration to Norway." This sentiment reflects broader concerns about integration and resource management as communities struggle to support newcomers.

Rather than being apathetic, Norwegian authorities are confronting the strains of accepting refugees. Just last year, there were noticeable reductions of incoming refugees as the government curtailed benefits and housing support. This tightening of rules made it apparent the country was starting to reach capacity, as highlighted by Brenna's concerns over limited housing. The heavy burden has raised questions about how best to manage the influx of refugees—whether through welcoming policies or stringent regulations.

Meanwhile, across the English Channel, the experience for some Ukrainian refugees has taken on new dimensions. Yulianna Skakun, for example, is among the numerous young individuals who fled Ukraine alone, arriving at the age of just 16. Having relocated to Rugby, Warwickshire, Skakun is now focusing on her education at the University of Northampton, pursuing her dream of obtaining a law degree. Her story emphasizes the resilience and determination of many refugees, as she confirms her transition was not only challenging but also empowering: "I had a purpose... to get an education. My parents invested a lot in my education and my English."

Skakun's ambition ties back to the broader narrative of Ukrainian refugees—over 200,000 have settled in the UK since the onset of hostilities. Many have faced hurdles, including cultural shock and emotional struggles associated with significant life changes. She described arriving alone from war-torn Ukraine as overwhelming but added, "I can't predict what I would do after I finish my degree because my life had totally changed. I feel quite independent and focused on my law degree."

Despite the emotional and logistical challenges faced by many, local communities have also opened their hearts. Skakun noted the supportive environment at her university, describing it as a "multicultural community" where she has begun establishing her independence. Such environments have been instrumental for refugee youth seeking stability and education, creating avenues for successful integration.

Parallel to these individual experiences, there’s growing recognition of community initiatives aiming to assist Ukrainian refugees. A notable example is the nonprofit organization led by former Emlenton resident, Dan Geohagan. His organization aims to provide Ukrainian refugees with resources and support, acting as a barometer of hope amid their uncertainties. Geohagan's initiative showcases how personal commitment can catalyze broader community efforts to assist those fleeing violence.

He expressed his motivation for founding the nonprofit, saying, "We want to be there for the newest members of our community and make sure they know they are welcomed and supported." This highlights how local responses can shape the wider refugee experience, bridging gaps and facilitating smoother transitions for those affected by conflict.

It’s important to note the shifting dynamics countries face as they welcome refugees. The case of Norway exemplifies the tension between humanitarian intentions and the practical challenges of integration. Striking the right balance is necessary to support those who have fled desperate situations, but it remains to be seen how long nations like Norway can keep these efforts sustainable.

Across the globe, as the war continues to evolve, support for Ukrainian refugees remains integral to international relations. Leaders, organizations, and communities must cultivate strategies to manage this wave of refugees effectively. With life continuing amid the remnants of conflict, the strength and resolve of individuals like Yulianna Skakun, and the community support illustrated by Geohagan’s efforts, show the power of resilience and solidarity.
