With preparations underway, public services, local governments, and businesses are gearing up to handle the waves of revelers expected during the holiday. According to the governmental declarations, many cities have instituted specific rules related to holidays and point facultative (optional holidays). For example, the City of Rio de Janeiro, known for its iconic Carnaval parades, declares the following: Friday, February 28, and Monday, March 3, through until the afternoon of Ash Wednesday (March 5) are designated as point facultative, with only Tuesday, March 4, recognized as the official state holiday as per the Law 5243/2008. This means public sector workers will have time off, but many services will still operate.

Across other major cities, plans are also being laid out. Brasília (DF), for example, has stated it will follow similar schedules, with pont facultative from Monday to 14:00 on Ash Wednesday. "Ponto facultativo nas repartições públicas da administração direta, assim como nas autarquias e nas fundações" (optional holidays are declared for public administrative offices, as well as for autarchies and foundations), stated local announcements.

Notably, some cities, like Petrópolis, have varying structures. For the inhabitants of Porto Alegre (RS), the point facultative extends until noon on Ash Wednesday, ensuring people can participate without as much concern for work duties. Meanwhile, places like Fortaleza still have yet to confirm local regulations officially, leaving residents and visitors aguardando (waiting) for information.

The electoral and judicial systems also inform their hours. The Tribunal Regional Eleitoral de Pernambuco (TRE-PE) announced it would not function between February 28 and March 5. According to their statement, "Não haverá expediente durante o Carnaval" (There will be no service during Carnaval), ensuring citizens are aware of the dates when they cannot access these services. On the reopening day, March 6, coinciding with the state holiday known as Data Magna, all operations will cease once more until later.

Similar regulations are applied by the Tribunal Regional do Trabalho da 8ª Região (TRT-8), which has outlined its own operational hours during the Carnaval period. Its communication highlights how the plantão judiciário (judicial plant) begins from February 28 at 15:01, extending to March 6 at 7:59. This plantão will only handle urgent demands, such as habeas corpus and liminares—non-urgent matters will be deferred until after the holiday, allowing the court to manage the increased influx during this busy time.

Services such as the electoral service at Shopping Guararapes will operate until February 28, without interruptions until the holiday period. Starting again on the weekend of March 8 and 9 will allow people to navigate electoral requirements smoothly.

For the local populace and businesses, planning around these various holidays is key. Banks and postal services will typically follow suit, closing early or not operating at all during Carnaval dates, creating what many call "feriadão" (a long holiday). Institutions like the INSS and local courts are also closing down operations come the festive weekend, emphasizing the prevalence of local holidays for employees and the general public.
