Phu Tho province sets national benchmarks in digital transformation and women’s empowerment while marking the 95th anniversary of the Vietnam Women’s Union.

On the eve of the 95th anniversary of the Vietnam Women’s Union, Phu Tho province finds itself at the crossroads of tradition and innovation, setting a national example in both digital transformation and the empowerment of women in public life. With October 2025 marking significant milestones, the province’s recent efforts reveal a dynamic interplay between technological progress and social advancement, all rooted in a spirit of unity and forward-thinking.

Phu Tho’s journey into the digital era began in earnest following the issuance of Resolution 57-NQ/TW by the Politburo, which called for breakthrough development in science, technology, innovation, and national digital transformation. According to Mặt trận, the province responded with a pioneering and innovative spirit, rolling out decisive and synchronized initiatives from the provincial level down to the grassroots. This approach has not only enhanced management and governance but has also laid a robust foundation for the development of digital government, digital economy, and digital society across Phu Tho.

At the commune level, Thanh Ba stands out as a microcosm of this transformation. Local authorities there took proactive steps to implement business operation management software for the Party, standardize digital data for Party members, and establish digital community technology groups in every residential area. The commune’s unique “People learning digital skills” movement has seen every official and public servant act as a “pioneer soldier,” sharing digital skills with the wider community. The results are telling: 100% of administrative procedures eligible for online provision at Thanh Ba are now fully digitized, and all household registration files have been converted to digital format. The integration of online systems—linking central and grassroots levels—has not only saved time and cut costs but also boosted management efficiency.

Phu Tho’s digital push is not confined to rural communes. In Xuan Hoa ward, the local government has embraced a two-level digital governance model. In the third quarter of 2025 alone, the ward received over 2,800 administrative dossiers, with a remarkable 95.4% submitted online. The correct and timely resolution rate exceeded 92%, reflecting a sea change in administrative reform. Modern infrastructure, the application of artificial intelligence (AI) in dossier processing, and transparent, camera-monitored transactions have all contributed to a new level of public satisfaction and trust in digital governance.

According to Nguyễn Minh Tường, Director of the Department of Science and Technology, these achievements come despite the province’s recent transition to a two-level local government system—a move that brought with it a daunting workload. Yet, as Tường notes, “the synchronized implementation of science, technology, innovation, and digital transformation across all sectors and localities has unified the province’s administrative procedures, raising the quality of service for both citizens and businesses.”

Phu Tho’s leadership in digital transformation is not just anecdotal. As reported by Mặt trận, national monitoring systems have consistently ranked the province among the top performers in implementing Resolution 57-NQ/TW. By July 2025, Phu Tho had achieved a “Green” status for digital transformation readiness at both provincial and commune levels. By October 3, the province led the nation in digital transformation, topping the rankings in Party, People’s Council, and People’s Committee sectors, and placing third nationwide in the Fatherland Front sector.

Perhaps the most striking innovation has been the province’s early adoption of artificial intelligence. Since September 2025, AI-powered virtual assistants have been piloted in administrative procedure resolution at public service centers and select communes and wards. By the end of that month, the system had logged over 2,000 inquiry requests from officials, 1,024 from citizens, and supported the screening and verification of 974 dossiers. These are not just numbers—they represent a tangible leap toward a smarter, more responsive digital government.

Yet, challenges remain. As Deputy Chairman of the Provincial People’s Committee Nguyễn Huy Ngọc cautioned, “The results we’ve achieved are just the beginning. To truly realize our goals, we must address ongoing issues related to digital infrastructure, slow data updates—especially in land records—and a shortage of high-quality digital transformation personnel.” The province’s roadmap is clear: focus on administrative reform, develop high-quality human resources, and invest in digital infrastructure. The aim is nothing less than to ensure that, by 2030, 100% of administrative dossiers are digitized, at least 85% are processed online, and Phu Tho’s digital transformation index reaches 0.75 or higher—well above the national average. By 2045, the province targets a digital economy accounting for at least 60% of GRDP, outpacing the national benchmark.

Parallel to these technological strides, Phu Tho’s women are making their mark in governance and society. As reported by baophutho.vn, the Women’s Union at all levels has played a vital role in advising, planning, and adjusting strategies to meet the demands of a rapidly changing political landscape. The Union’s leadership has ensured that guiding documents and orientations are issued flexibly and substantively, enabling effective task completion even as the province prepares for major organizational restructuring.

Women’s contributions have been especially visible in the implementation of the 2025 theme: “Promoting the role of women in building a clean and strong Party and political system, ready to step into a new era of national resurgence.” The Union has diversified its communication strategies, leveraging social media, online platforms, and community groups to spread information, counter misinformation, and strengthen public trust in the Party and State. Every grassroots Women’s Union now maintains a Facebook page and Zalo group, ensuring that information on policies and activities reaches every corner of the province.

Beyond advocacy, the Union has spearheaded initiatives to support women’s economic empowerment, family well-being, and community development. Programs like “Building the Vietnamese Woman of the New Era” and “Women of Đất Tổ Join Hands to Preserve Cultural Heritage” have fostered a sense of pride and responsibility. The Union has also provided legal advice, digital literacy training, and social support, helping women and children navigate the challenges of the digital age.

The impact is measurable. As of August 2025, the province had supported 1,148 orphans, built or repaired 230 homes for disadvantaged families, and facilitated over 27,600 gifts to needy households. The Union’s economic initiatives have resulted in the creation and maintenance of 17 cooperatives, 74 collaborative groups, and 257 women’s economic development groups, with over 133 household economic models established. Financial programs have helped nearly 13,000 households escape poverty, with over 5,204 billion VND in loans disbursed to women entrepreneurs and business owners.

These efforts have not gone unnoticed. The Women’s Union of Phu Tho has received national recognition for its outstanding achievements in the “Five No’s, Three Cleans” movement, which aims to build prosperous, happy, and progressive Vietnamese families. The Union’s commitment to innovation is evident in its embrace of digital tools and new organizational models, ensuring that wherever there are women, there is a vibrant, supportive community.
